Licensure & Scope of Support

The Heart to Paw Support Program, offered by The Pet Care Club of Central PA, provides non-clinical, educational, and supportive services designed to help pet owners navigate the emotional and practical challenges that can arise when caring for their pets.

Our scope of support is intentionally defined to ensure clarity, safety, and compliance with Pennsylvania regulations.


What We Do Provide

Heart to Paw Support may include:

  • Compassionate listening and emotional support
  • Guidance during stressful or uncertain pet-related situations
  • Stress-management and coping strategies
  • Education related to pet care routines, transitions, and challenges
  • Goal-setting, planning, and accountability
  • Check-ins and ongoing encouragement
  • Resource navigation and referrals to appropriate professionals or community supports
  • Practical, non-medical support related to pet care and well-being

All services are supportive and educational in nature and are intended to complement—not replace—professional care.


What We Do Not Provide

To remain within our non-clinical scope, Heart to Paw Support does not include:

  • Mental health therapy or counseling
  • Diagnosis or treatment of mental health conditions
  • Trauma therapy or clinical interventions
  • Medical or veterinary advice, diagnosis, or treatment
  • Medication recommendations (human or animal)
  • Legal or financial advice
  • Crisis intervention or emergency response services

We do not act as licensed medical providers, mental health professionals, veterinarians, attorneys, or financial advisors within this program.


When to Seek Professional or Emergency Care

Clients are encouraged to seek licensed professional or emergency assistance when appropriate, including but not limited to:

  • Medical or veterinary emergencies
  • Concerns about physical or mental health
  • Situations involving safety risks
  • Legal or financial matters requiring professional guidance

In emergency situations, please contact 911, a local emergency veterinary clinic, or appropriate crisis services.


Our Role

The Heart to Paw Support Program is designed to walk alongside pet owners—not to replace professional care. Our role is to offer:

  • Support, not treatment
  • Guidance, not diagnosis
  • Education, not clinical services

Participation in the program does not guarantee specific outcomes, and results may vary based on individual circumstances.
